This has been made possible by an artist at DeviantArt. To get this eye candy all you have to do is download the Zip File here and extract it to safe place so that you don't delete it accidentally.
Open the extracted folder and locate the file named Index.html.
Now open it with your browser.
In the browser go to Options or Preferences.
Go to homepage Settings and Choose Set current page as Homepage.
And you are done. After this whenever you'll open your browser, you will see this page
